2021年度版PulseAudioの設定

PulseAudioの設定を変更しました。特に、Steamでゲームをプレイするのに最適化しています。必要が無い時にリサンプリングをしないようにし、タイマーに依るスケジューリングを無効化しています。負荷がかかり過ぎた時の音割れが起こりにくくなっています。
